The National Development and Reform Commission Sets Targets for Developing Green Communities and Green Buildings

The National Development and Reform Commission recently issued the “Master Plan of Action for Forging Green Living Lifestyles” (hereinafter referred to as the Plan). The Plan aims to promote green consumption and development by creating conservation-oriented institutions, green homes, green schools, green communities, green travel, green shopping malls and green buildings, and establishing green living policies and management systems. By 2022, the Plan shall make significant progress.

Among them, the Ministry of Housing and Urban-Rural Development shall be in charge of the green community initiative and green building initiative; the Ministry of Commerce shall be in charge of the green shopping mall initiative. 

In terms of creating green communities, the Plan points out that urban communities shall create a livable environment, optimize parking management, standardize pipeline laying, strengthen noise control, construct public green spaces rationally, increase public activity spaces and fitness facilities, become more information-based and intelligent, make full use of existing information platforms, integrate community security, public facilities management, environmental health monitoring and other data information. By 2022, more than 60% of communities shall meet the requirements and have a clean, comfortable, safe and beautiful living environment.

In terms of creating green buildings, the Plan points out that urban buildings shall be taken as the targets. New buildings and renovated, reconstructed and extended buildings shall be designed, constructed and operated in accordance with green building standards. The green building star rating requirements for public welfare buildings and large public buildings invested by the government shall be raised. Existing residential buildings shall be retrofitted to be energy-efficient in light of local conditions. The green retrofitting of existing public buildings shall be promoted. 

At the same time, we shall strengthen technological innovation and integrated application, promote the application of renewable energy in buildings, promote new green construction methods, increase the proportion of green building materials used, actively guide the construction of buildings with ultra-low energy consumption; strengthen green building operation management, carry out regular operation assessment, actively adopt contracted energy management and contracted water-conservation, and guide users to rationally control the indoor temperature. By 2022, 60 % of new urban buildings shall be green buildings, and positive results shall be achieved in green renovation of existing buildings.

In terms of creating green shopping malls, large and medium-sized shopping malls shall perfect relevant systems, strengthen the management of energy and water consumption, improve the efficiency of energy and resource utilization; improve the green level of shopping mall facilities and equipment, actively purchase and use high-energy-efficiency electricity and water equipment, eliminate high-energy-consumption and backward equipment, make full use of natural lighting and ventilation, etc. It is striving to make over 40% of large shopping malls initially meet the requirements of green shopping malls by 2022.
